Abstract: This proposed rule would address recent increases in the length of time that Medicare beneficiaries spend as outpatients receiving observation services. This rule also addresses hospital concerns about Medicare Part A to Part B rebilling policies when a hospital inpatient claim is denied because the inpatient admission was not medically necessary.
