Abstract:
This Request for Information (RFI) seeks public input to support CMS’s comprehensive review of the Essential Health Benefits (EHB) framework and the statutory requirement that EHB be equal in scope to benefits offered by a typical employer plan. It examines whether current EHB definitions, State benchmark approaches, and methodologies for determining the scope of benefits included as EHB continue to align with the Affordable Care Act, evolving market conditions, and goals of affordability, access, and market stability. CMS also requests feedback on State variation in EHB coverage, cost pressures, processes for updating benchmarks, data limitations, and potential impacts of future policy changes. The information gathered will inform CMS’s evaluation of whether revisions to EHB regulations or future rulemaking may be appropriate. |
