Title: Clarification of the Educational and Previous Work Experience Categories in the Medical Vocational Rules (823F) 
Abstract: We are revising our rules on how we evaluate work experience and illiteracy or inability to communicate in English when we decide whether a person is disabled. These revisions ensure that our rules clearly reflect our longstanding policy that if a person has skilled or semiskilled past work experience but cannot use those skills in other work (i.e., the skills are not transferable to other work), the person's ability to adjust to other work is no greater than it would be if he or she had only unskilled work experience. They also clarify which medical-vocational rules apply if a person is illiterate or unable to communicate in English, who we consider to be "illiterate or unable to communicate in English," and how we evaluate a person's ability to do other work if he or she is illiterate, unable to communicate in English, or both.
