Title: Amendments to Regulations Regarding Eligibility for a Medicare Prescription Drug Subsidy (3639F) 
Abstract: Section 116 of Public Law 110-275 excludes in-kind support and maintenance from income for Extra Help purposes. The change is effective for initial determinations made after 2009 for periods after 2009. This requires changes to 418.3335, 418.3345, and 418.3350. Section 116 of Public Law 110-275 excludes the cash surrender value of life insurance from resources for Extra Help purposes. The change is effective for initial determinations made after 2009 for periods after 2009. These changes will require updates to sections 418.3405 and 418.3425. Section 3304 of Public Law 111-148 extends the effective date of a disadvantageous (for Extra Help purposes) report of the spouse's death for a year effective after 2010. These changes will require updates to sections 418.3120 and 418.3123. Update 418.3350(b) to be more inclusive either by rewording to read "…described in section 416.1124(b) and (c) except for (c)(13)…" or "…described in section 416.1124(b), (c)(1) through (c)(12), and (c)(14) through (c)(22)…."
