| Title: Use of Electronic Payroll Data To Improve Program Administration | |

Abstract:
We propose to implement the Commissioner’s access to and use of the information held by payroll data providers. We will use this data to help administer the title II disability insurance (DI) and title XVI supplemental security income (SSI) programs and prevent improper payments. Under section 824 of the Bipartisan Budget Act of 2015, we are required to publish regulations implementing our access and use of this data, which is to include: guidelines for the information exchanges, authorizations, reduced wage reporting responsibilities, and procedures for notifying individuals of reduced reporting. |

Statement of Need: In accordance with the Bipartisan Budget Act of 2015, section 824, the Commissioner of Social Security has the authority to enter into an information exchange with a payroll data provider, allowing us to efficiently administer monthly disability insurance and supplemental security income benefits, while preventing improper payments. Section 824(d) of the Bipartisan Budget Act of 2015 requires the agency to implement its access to and use of information held by payroll data providers. |
