Title: Civil Monetary Penalties, Assessments, and Recommended Exclusions 
Abstract:

In accordance with sections 813 and 814 of the Bipartisan Budget Act of 2015 (BBA), we propose to amend the rules associated with the Social Security Administration’s civil monetary penalties (CMP). This proposed rule would implement a separate CMP for individuals in a position of trust who defraud the SSA. This proposed rule would also clarify that a prohibited communication includes electronic communications, and that each viewing of such a communication is a separate violation of the Social Security Act.
