Title: Setting the Manner of Appearance for Disability Hearings at the Reconsideration Level 
Abstract:

We propose to update our disability hearing regulations, which apply at the reconsideration level in medical continuing disability review cases, by establishing in person, agency video, online video, and audio as standard manners of appearance. These updates would allow us to accommodate additional manners of appearance at continuing disability review hearings, such as online video, and would provide flexibility to adapt to changing technology. We expect that the updates would lead to more appearances by video and audio, saving time for claimants, and improving agency efficiencies. This proposed rule would open more avenues to meet the claimant where they are.
