Title: Increase Flexibility for Tribes in Child Care and Development Fund (CCDF) Eligibility 
Abstract:

The final rule will amend the Child Care and Development Fund (CCDF) regulations to allow all Indian Tribes and Tribal Organizations operating CCDF programs, at their discretion, to establish and use family eligibility criteria regardless of family income. The changes were informed by feedback received through a formal Request for Information (RFI) published in the Federal Register on July 27, 2023, and closed on January 2, 2024 (88 FR 48409). The RFI sought feedback from Tribal Nations and other interested parties on areas where more flexibility and/or different program rules would better serve children, families, and Tribal Nations. During the RFI comment period, the Office of Child Care hosted two formal Tribal Consultations with Tribal Leaders and multiple listening sessions with Tribal CCDF Administrators, child care providers, and parents.
