Title: National Institute on Disability, Independent Living, and Rehabilitation Research 
Abstract:

This final rule amends the regulations governing the disability and rehabilitation discretionary grant program authorized under title II of the Rehabilitation Act of 1973, as amended.  These changes will increase the relevance, scientific quality, balance, and innovation of the research and development projects that the Department funds under these programs.  The regulations will include conforming changes to reflect the transition of the program from the Department of Education to the Department of Health and Human Services, Administration for Community Living.
