Abstract: Section 2402 (a) of the Patient Protection and Affordable Care Act requires the Secretary of Health and Human Services to develop regulations to ensure that home and community based service systems are designed to allocate resources for services in a manner that is responsive to the changing needs and choices of beneficiaries receiving home and community based services.
