Title: HHS Acquisition Regulation: Regulatory Review 
Abstract:

In 2024, the Department of Health and Human Services (HHS) initiated rulemaking to amend and update its HHS Acquisition Regulation (HHSAR) to revise or remove any policy superseded by changes in the Federal Acquisition Regulation (FAR) and to remove any procedural guidance internal to HHS into a new HHS Acquisition Manual as internal policies, guidance, and instructions. In compliance with EO 14275, Restoring Common Sense to Federal Procurement, and associated OMB and FAR Council guidance, HHS will align the HHSAR to the Revolutionary FAR Overhaul (RFO) initiative. The FAR Council intends to issue RFO FAR part model deviation guidance on a rolling basis and HHS will follow suit. HHS expects that multiple NPRMs will be issued under this RIN.
