View Rule

This final rule establishes new procedures for the submission, processing, and review of petitions to amend or repeal a rule under 5 U.S.C. 553(e) and for regulatory review under 5 U.S.C. 610(b). 

Statement of Need:

This regulatory action will lessen the burden on both the public and agency to respond to rulemaking petitions and establish a process for regulatory review of existing regulations. Existing processes often result in delays and the presentation of non-standard or incomplete submissions. This regulatory action will also enhance transparency and public trust in the rulemaking process.

Anticipated Costs and Benefits:

The costs and benefits are difficult to quantify. It is anticipated that this rulemaking will require upfront costs to set up technology to receive and efficiently process rulemaking petitions. Once the rule is set up, it is anticipated that recurring costs will be minimal and the benefits of less employee time spent managing rulemaking petitions will outstrip costs.
