Title: Noncompetitive Leasing: Fringe Acreage Leases and Lease Modifications 
Abstract: This rule will amend the procedures for phosphate lease modifications to allow adjustments of lease boundaries to facilitate the ultimate maximum recovery of mineral deposits within a lease, consistent with the protection and use of other natural resources and the protection and preservation of the environment.
