Title: Reduction of Royalty on Stripper Wells and Heavy Oil 
Abstract: The Bureau of Land Management is removing its regulations that have reduced royalty rates as an incentive for production from oil stripper wells and wells producing heavy oil. High oil prices now provide sufficient incentive to develop these resources.
