Title: Oil and Gas Leasing; Royalty on Production, Rental Payments, Minimum Acceptable Bid; Bonding Requirements, and Civil Penalty Assessments 
Abstract:

This advance notice of proposed rulemaking will ask for the public to comment on how the BLM might change its oil and gas regulations with respect to royalty rates, rental payments, minimum acceptable bids, bonding requirements, and civil penalty assessments. The royalty provisions and civil penalty issues originally addressed in the advance notice of proposed rulemaking are being addressed in other BLM rulemakings.  The BLM may address rental payments, minimum acceptable bids, and bonding requirements in future rules.
