Title: Rights-of-Way, Leasing and Operations for Renewable Energy 
Abstract:

The final rule revises the BLM’s regulations for rights-of-way, leasing, and operations related to activities associated with solar and wind energy development. The Energy Act of 2020 and section 207 of Executive Order 14008 prioritize the Department of the Interior’s need to improve permitting activities and processes to facilitate increased renewable energy permitting and production on public lands. The BLM conducted extensive public and Tribal outreach on this rule both prior to its publication as a proposed rule and during the public comment period, including three public listening sessions in 2021 on the BLM’s potential use of its authority under the Energy Act of 2020 to promulgate the rule and three virtual public meetings after the proposed rule published. The proposed rule had a 60-day public comment period.
