Title: ●Special Recreation Permitting 
Abstract:

The rule will make conforming changes throughout 43 CFR part 2930 to align with the statutory requirements of the recently enacted EXPLORE Act (16 U.S.C. Ch. 103) and Secretarial Order 3435 Implementation of the Expanding Public Lands Outdoor Recreation Experiences Act. Current regulations conflict with aspects of the EXPLORE Act; this rulemaking would allow the BLM to fully and properly implement the new statute, which was intended to improve and expand recreation opportunities on public lands. Regulatory changes would address EXPLORE Act requirements such as increasing the number and type of permits available to the public; addressing high and low impact uses; eliminating insurance requirements for low-risk special recreation permits; providing exemptions and nominal effects determinations for certain types of  Special Recreation Permits; reducing permitting for low-impact activities; addressing the 60-day complete application notification requirement; addressing cost recovery changes; and other matters.
