| Abstract: The rule is needed to prevent unlawful use of Colorado River water and motivate unlawful users to sign contracts or subcontracts authorizing them to use water. Arizona, California, and Nevada all recognize that action is necessary to stop unlawful use of Colorado River water in the Lower Basin. There is no viable alternative to a rule for addressing unlawful use. | |
