Title: Administrative Appeals Process 
Abstract: This rule will eliminate the current regulations for MMS appeals and replace them with new regulations for appeals to the IBLA of actions taken by MMS officials. The rule will establish requirements for developing the administrative record, holding settlement consultations, paying a processing fee, and presenting arguments and documentation for use in deciding appeals.
