Title: Technical Changes to Safety Requirements for Offshore Oil and Gas Platforms 
Abstract: This rule would codify certain best practices for operations on offshore oil and gas platforms. Most of these safety practices are already accepted by industry and incorporated into MMS guidance documents. Some of these requirements would include: requiring a well with open perforations to have two barriers in place to allow the safe removal of blowout preventers, collecting historical well data, and establishing requirements for operators on probation. This rule would apply industry best practices and improve human and environmental safety during operations.
