Abstract:
This proposed rule would revise BOEM’s existing regulations by rescinding both unsolicited lease requests for commercial wind energy activities on the outer continental shelf and multiple-factor bidding from renewable energy auctions. The proposed rule also seeks public comment on BOEM's existing regulatory framework allowing the noncompetitive award of commercial wind energy leases in certain situations. |
