Abstract:
The proposed rule incorporates clear and unambiguous improvements to suspension procedures, including clearly defined criteria and specific time periods for granting suspensions. The revisions would encourage timely development of leases during the primary lease terms by requiring that lessees demonstrate a tangible commitment to production prior to scheduled lease expiration in order to obtain approval of requests for suspension of production from the Bureau of Safety and Environmental Enforcement. |
