Title: Improvements in Incident Reporting, Risk-Based Inspections, and Leading and Lagging Indicators 
Abstract: This Advance Notice of Proposed Rulemaking will seek public input on regulatory changes considered by BSEE to improve safety, emergency preparedness, environmental responsibility, and assure appropriate development and conservation of the offshore oil and natural gas resources. This ANPRM will seek to gather information from the public to help develop regulations that will properly define, assess, and differentiate risk; build clear, consistent, comprehensive, and effective permitting processes; create, define, and expand regulatory approaches and tools; and refine and enhance continuous offshore safety performance.
