This Advance Notice of Proposed Rulemaking will seek public input on regulatory changes considered by the Bureau of Safety and Environmental Enforcement (BSEE) to improve safety, emergency preparedness, and environmental responsibility, and to assure appropriate development and conservation of the offshore oil and natural gas resources. This ANPRM will seek to gather information from the public to help develop regulations that will properly define, assess, and differentiate risk; build clear, consistent, comprehensive, and effective permitting processes; create, define, and expand regulatory approaches and tools; and refine and enhance continuous offshore safety performance.
