Title: Oil-Spill Response Requirements for Facilities Located Seaward of the Coast Line 
Abstract: This rule would update regulations for offshore oil spill response planning and preparedness by incorporating lessons learned from the 2010 Deepwater Horizon Spill of National Significance, improved preparedness capability standards, and applicable research findings. The current regulations establish the authority for BSEE to review and approve oil spill response plans submitted by owners and operators as well as verify their preparedness through equipment inspections and exercises, including Government initiated unannounced exercises. The current specific standards place unrealistic quantitative value and emphasis on mechanical recovery equipment and give little incentive for the development of new technology. This update will establish standards that drive owners and operators to use all applicable tools in a system based plan that demonstrates they are prepared to respond quickly, effectively, and to the maximum extent practicable.
