This rule making would require an operator to submit rights-of-way, and rights-of-use and easement, information on the actual costs of decommissioning platforms and wells and of clearing well and platform sites. This information will enable the Bureau of Safety and Environmental Enforcement (BSEE) to better estimate future costs for leases. This action would also assist the Bureau of Ocean Energy Management in requiring appropriate financial or other forms of security to minimize or eliminate the possibility that the Government would incur liability as a result of unmet requirements to decommission facilities.
