Title: ●Decommissioning and Potential Bonding Obligations of State and Federal Lessees Who Hold Rights-of-Use and Easements on the Outer Continental Shelf  
Abstract:

BOEM and BSEE see to clearly establish, by regulation, that all RUE holders have decommissioning obligations over facilities utilized in connection with an RUE.  This would support BOEM in obtaining the appropriate financial security to ensure that such obligations are met, and BSEE in enforcing decommissioning obligations.
