Title: Injurious Wildlife Evaluation; Bighead Carp 
Abstract: We are adding the bighead carp (Hypophthalmichthys nobilis), a large fish native to eastern Asia, to the list of injurious fish, mollusks, and crustaceans under the Lacey Act. We are listing the bighead carp pursuant to Public Law 111-307, signed by President Obama into law on December 14, 2010, which adds the bighead carp to the list of injurious species that are prohibited from being imported or shipped. Our final rule codifies the Public Law into the Code of Federal Regulations. Because the statute is already in effect, a proposed rule would serve no purpose; therefore, we are proceeding directly to a final rule.
