Title: Endangered and Threatened Wildlife and Plants; Listing Four Penguin Species  
Abstract: In response to a petition to list 12 penguin species, we are making a determination on listing four penguin species as threatened under the Endangered Species Act. We published a 12-month finding on the petition. The four species of penguins are: Emperor penguin (Aptenodytes forsteri), southern Rockhopper penguin (Eudyptes chrysocome), northern rockhopper penguin (Eudyptes moseleyi (E. chrysocome moseleyi)), and macaroni penguin (Eudyptes chrysolophus). We found listing of the emperor, macaroni, and northern rockhopper penguins to be not warranted. We will make a final listing determination for a significant portion of the range for the southern rockhopper penguin for the Campbell plateau. The original petition did not contain substantial information on snares crested penguin (Eudyptes robustus) and royal penguin (Eudyptes schlegeli). (We are reviewing the other species in 1018-AV60 and 1018-AW40.)
