Title: Endangered and Threatened Wildlife and Plants; Revised Special Rule for the Utah Prairie Dog
Abstract: The Utah prairie dog (UPD) was listed as an endangered species in 1973. In 1984, we reclassified the species as threatened and promulgated a special rule under section 4(d) of the Endangered Species Act that allowed regulated take of up to 5,000 nuisance animals annually on agricultural lands in Iron County, Utah. On June 14, 1991, we amended the special rule to allow regulated take of up to 6,000 nuisance animals annually on agricultural lands throughout the speciesÂ’ range. Since the inception of the 4(d) rule, not more then 1,760 UPDs have been taken in any 1 year, with an annual average of 936. We propose to amend the 4(d) rule to lower the annual take numbers to more accurately reflect the realities of take implemented under the current rule. This amendment will be based on the specific numbers of UPDs that are taken annually under the current rule, as well as on pertinent biological literature.
