Title: Wildlife and Fisheries; Clean Vessel Act Grant Program; Financial Assistance  
Abstract: We propose to revise our regulations for State participation in the Clean Vessel Act Grant Program authorized by the Clean Vessel Act. The revisions will reflect changes in the U.S. Code, improve program management, and make the regulations and the program easier to understand. A June 2008 report titled "A Review of the Clean Vessel Act (CVA) Program, 1992-2007" identified 30 recommendations for improving the program in the areas of administration, reporting, funding, project maintenance, and operation. The report was published by the Sport Fishing and Boating Partnership Council, a group chartered by the Federal Advisory Committee Act. The revisions will address all of these topics.
