Title: Migratory Bird Permits; Updating Regulations Governing Migratory Bird Rehabilitation 
Abstract: We published a final rule on October 27, 2003, to create regulations for migratory bird rehabilitation in the United States. Certain language in that rule dealt with transition of previous permit holders to operation under the new regulations. Since all permit holders who wished to transfer to permits under the new regulations have had the opportunity to do so, the transition language is no longer relevant; therefore, we remove it from the regulations.
