Title: Endangered and Threatened Wildlife and Plants; Establishing Nonessential Experimental Population of Whooping Cranes in Southwestern Louisiana  
Abstract: We propose to amend the 50 CFR 17.11 entry for whooping crane (Grus americana) to designate a nonessential experimental population in Louisiana. We propose to reintroduce the species into habitat in its historic range in Louisiana, with the intent to establish a nonmigratory flock that lives and breeds in the wetlands, marshes, and prairies of southwestern Louisiana. We propose that this reintroduced nonmigratory population be designated a nonessential experimental population (NEP) according to section 10(j) of the Endangered Species Act. The area proposed for NEP designation is the State of Louisiana. Releases will be within the historic breeding area in southwestern Louisiana near White Lake in Vermilion Parish.
