Title: Migratory Bird Permits; Revisions to Permit Regulations for Game Birds; Revisions to Special Purpose Permit Regulations 
Abstract: On March 1, 2010 (75 FR 60691), we revised our captive-reared waterfowl sale and disposal regulations to address issues with muscovy duck. Since that final rule, we have been made aware of issues that were not raised when our regulations were published for comment in 2008 (73 FR 49626). We are proposing to revise the regulations governing control of captive-reared waterfowl at 50 CFR 21.14 (permit exceptions for captive-bred migratory waterfowl other than mallard ducks) and 50 CFR 21.25 (waterfowl sale and disposal permits) to address the issues raised.
