Title: Endangered and Threatened Wildlife and Plants; Emergency Rule; Manatee Refuge in Kings Bay, Citrus County, Florida 
Abstract: We will publish a proposal to amend our regulations for manatee protections in Kings Bay by expanding Kings Bay manatee refuge and designating all of it as a manatee refuge. The designation would address concerns about manatee harassment from viewing, as well as death and injury of manatees from watercraft collisions. This designation also would provide us with an adaptive management tool to address changing and increasing threat levels to manatees in the area.
