Title: ●Friends Policy for the National Wildlife Refuge System, U.S. Fish and Wildlife Service; Draft  
Abstract: Through this notice, the Service proposes to establish a policy to guide Service employees to increase efficiency and effectiveness in achieving the mission of the National Wildlife Refuge System through partnerships with Friends (Refuge volunteer/advocate) organizations. The National Wildlife Refuge System Administration Act, as amended, provides the Refuge System mission. We cannot fulfill this mission unless we provide consistent direction to refuge managers and manage the Refuge System as a national system. This draft policy provides guidance for Service employees who work with Friends’ organizations to increase community involvement on Refuge System lands. It includes guidance regarding financial and administrative practices, Friends Partnership Agreements, and revenue-generating operations.
