Title: Administrative Requirements for Financial Assistance; Applying for Grants, Performance Reporting, and Financial Reporting 
Abstract: We plan to propose to establish regulations that will expand on existing Department of the Interior (DOI) regulations at 43 CFR 12 that prescribe processes applicants and grantees must follow when applying for and managing grants from programs in the FWS. These regulations would apply to States and other grantees and subgrantees for managing billions of dollars of Federal financial assistance. With these regulations, we would clarify processes and expectations by removing variations that are currently found in several different places in our regulations and putting them in one place in the regulations; this would help grant recipients by giving information in one location. This also would lead to enhanced accountability, standardization of processes, and the ability to report to DOI, Congress, and others on cumulative information that is required to determine program success and to carry out decision making processes.
