Title: Endangered and Threatened Wildlife and Plants; Listing the Southern White Rhino (Africa) as Threatened Due to Similarity of Appearance 
Abstract: We listed the southern white rhinoceros (Ceratotherium simum simum) as threatened under the "Similarity of Appearance" provisions of the ESA. This species is found in several countries in southern Africa. Horns and other products are made from southern white rhino, as well as from five endangered rhino species: Javan (Rhinoceros sondaicus), Sumatran (Dicerorhinos sumatrensis), Indian (Rhinoceros unicornis), black (Diceros bicornis), and northern white (Ceratotherium simum cottoni). These five endangered rhino species occur in various countries in southern Africa and southeast Asia. A similarity of appearance rule will address the difficulty law enforcement personnel face in distinguishing parts and products made from the five endangered rhino species from those made from the unlisted southern white rhino. Such take continues to be a threat to all rhinoceros species and hinders efforts to enforce and further the provisions of the ESA.
