Title: Endangered and Threatened Wildlife and Plants; Reclassification of the Arroyo Toad From Endangered to Threatened  
Abstract:

Based on peer review, new information received, and impacts of the ongoing drought in California, we plan to withdraw our proposal to reclassify the arroyo toad, found in California, from endangered to threatened status.  Peer reviewers indicated a flaw in our assumptions regarding our methodologies to determine whether populations are self-sustaining. Additionally, we received new information that indicates some populations are in fact declining. Because of these issues, along with the ongoing severe drought, there is now considerable uncertainty regarding the status of the arroyo toad populations.
