Title: Fee Exemption Program for Low-Risk Business Users at Designated Ports 
Abstract: We have implemented a fee program that exempts certain businesses from base inspection fees at designated ports. The program exempts businesses that exclusively import or export shipments that we would consider to be small and of low value. This program will serve as an interim measure while we reassess our current user fee system.
