Title: Endangered and Threatened Wildlife and Plants; Listing Determination for the Yellow-Billed Loon  
Abstract: FWS will develop a listing determination for the yellow-billed loon, a migratory bird specialized for aquatic foraging. This species is endemic to Alaska as well as to Canada, Russia, and Norway. FWS will, if determined prudent and determinable, designate critical habitat for this species as a separate rulemaking action (RIN 1018-BA12).
