Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for 23 Guam and Northern Mariana Islands Species 
Abstract:

Under the Endangered Species Act, we will make a listing determination for 23 Guam and Northern Mariana Islands species. We are required to designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination. Accordingly, we will develop a critical habitat designation for these species. We are developing a listing determination as a separate rulemaking action (see RIN 1018-BA13).
