Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for Packard's Milkvetch 
Abstract: FWS will, if determined to be prudent and determinable, designate critical habitat for Packard's milkvetch under the ESA. FWS is required to designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination for the species. FWS will develop a listing determination for the Packard's milkvetch, as a separate rulemaking action (RIN 1018-AY90). Packard's milkvetch is a perennial forb endemic to a small area in northeastern Payette County, southwestern Idaho. Packard's milkvetch is restricted to localized and visually distinct sediments characterized by a whitish color, sparse vegetation, and high percentage of bare ground.
