Title: Endangered and Threatened Wildlife and Plants; Special Rule for the Gunnison Sage-Grouse 
Abstract: FWS proposes a special rule under authority of section 4(d) of the ESA, that provides measures that are necessary and advisable to provide for the conservation of the Gunnison sage-grouse (Centrocercus minimus), should it be listed as a threatened species under the Act. In addition, we announce the opening of a public comment period, and request comments on this special rule as it relates to the conservation of the species. (We currently have a proposed rule to make a listing determination for the species, under RIN 1018-AZ20.)
