The Fish and Wildlife Service is updating the Service's National Native American Policy, which the Service promulgated in 1994. The draft updated policy describes how the Service will interact with tribes throughout the country in areas including natural resource and cultural resource management. The policy makes statements about supporting tribal self-determination and self-governance, working within a government-to-government framework, and respecting tribal cultures, while complying with both Executive Orders and Secretarial Orders. The policy will become a chapter in the Service Manual and will set forth the Service personnel positions that are responsible for implementing the policy. The Service has developed this policy after numerous meetings with, and input from, representatives from 16 tribes across the country. In addition, the Service is entering a consultation period with all tribes throughout the country and will consider their input during the policy's development.  

This is a non-rulemaking policy document, and therefore we are withdrawing the RIN.
