| Title: Harvest Regulations for the Alaska-Chukotka Polar Bear Population; Limits to the Taking of Polar Bears and Harvest Reporting Requirements | |

Abstract:
In 2016, we published an advance notice of proposed rulemaking regarding implementation of the annual taking limit for the Alaska-Chukotka polar bear population. The taking limit was adopted by the Commissioners to the Agreement Between the Government of the United States and the Government of the Russian Federation on the Conservation and Management of the Alaska-Chukotka Polar Bear Population (Agreement). The Service solicited public comment on the development of a regulatory program and local management structures for carrying out the responsibilities under the Agreement and title V of the Marine Mammal Protection Act of 1972, as amended. The Service also sought comments on the formation of an Alaska Native Organization for the purposes of involving subsistence users in conservation and management of polar bears in Alaska. This agenda item is being withdrawn at the present time to allow the Department to assess the action further and determine whether rulemaking is appropriate. Following such an assessment, the Department may determine that certain rules listed as withdrawn under this agenda are appropriate for promulgation. If that determination is made, such rules will be included in a succeeding semiannual agenda under a new RIN. |
