Title: Endangered and Threatened Wildlife and Plants; Threatened Species Status With Section 4(d) Rule for the Cactus Ferruginous Pygmy-Owl 
Abstract:

FWS will make a final determination on a proposal to list the cactus ferruginous pygmy-owl (Glaucidium brasilianum cactorum) as a threatened species under the Endangered Species Act with a section 4(d) rule. This bird is found in Arizona, Texas, and Mexico.
