Title: Standards for the Humane and Healthful Transport of Live Wild Animals and Birds To and From the United States 
Abstract:

The Service will review the current Importation, Exportation, and Transportation of Wildlife Subpart J Standards for the Humane and Healthful Transport of Wild Mammals and Birds to the United States regulations at 50 CFR 14 subpart J. The revised regulations would update the incorporation by reference of the International Air Transport Association’s Live Animal Regulations (IATA LAR) and harmonize the taxa specific requirements with international industry standards where appropriate. The proposed rule would clarify that these regulations apply to all taxa as defined in the Statute and would define "substantial ratio/mortality" under C.2., where a significant presence of dead, diseased, or starving animals may indicate a violation.
