FWS will make a listing determination for the Rota tree snail (Partula lutaensis) under the Endangered Species Act. FWS will also, if prudent and determinable, propose to designate critical habitat under the Act for the following animal and plant species found in the Commonwealth of the Mariana Islands and Territory of Guam: MAMMAL: Pacific sheath-tailed bat (Emballonura semicaudata rotensis); AMPHIBIAN: Slevin’s skink (Emoia slevini); SNAILS: fragile tree snail (Samoana fragilis), Guam tree snail (Partula radiolata), humped tree snail (Partula gibba), Langford’s tree snail (Partula langfordi), and Rota tree snail (Partula lutaensis); INSECTS: Mariana eight-spot butterfly (Hypolimnas octocula marianensis), Mariana wandering butterfly (Vagrans egistina), and Rota blue damselfly (Ischnura luta); PLANTS: Bulbophyllum guamense, Cycas micronesica, Dendrobium guamense, Eugenia bryanii, Hedyotis megalantha, Heritiera longipetiolata, Maesa walkeri, Nervilia jacksoniae, Phyllanthus saffordii, Psychotria malaspinae, Solanum guamense, Tabernaemontana rotensis, Tinospora homosepala, and Tuberolabium guamense.
