As required by Executive Order (E.O.) 14270, Zero-Based Regulatory Budgeting to Unleash American Energy, we, the U.S. Fish and Wildlife Service (FWS) propose to implement a program of zero-based regulating to periodically review many of our regulations. Specifically, we propose to insert sunset provisions into regulations promulgated pursuant to five statutes and their amendments identified in E.O. 14270. If finalized as proposed, these revisions will establish a conditional sunset date for the specified regulation 1 year from the effective date of the final rule. We also propose, as required by E.O. 14270 and consistent with FWS policy, to require all future regulations issued pursuant to the identified statutes and their amendments to include a sunset provision. Sunset provisions in future rules will have a conditional sunset date not more than 5 years from the effective date of the final rule.
